The concept think tank requires, rather than conventional, an innovative organization with an innovative approach. Zoning the program elements is an approach to gather the program elements, which substantially divides the integration of the diverse range of policy issues that is the primary feature of the think tanks. Therefore, 'the collaborative core' idea is cogitated for programming spaces without zoning. That core divides the given zones and increases the integration of spaces. To bind them, it works as a vertical spine. Each segment of that spine includes an event-themed lounge. These parts collaborate with the different program parts. To increase the collaboration more, open and closed spaces are customized. While closed spaces work with the core to support the program, the open spaces enrich the thinking process. Three open spaces with different purposes are placed in different levels to define them more and give them different spaces qualities. The sunken one is designed as the event & happening garden, the elevated one is the multifunctional garden, and the one on the ground is for mindfulness.
