The project, which asks for a hybrid building with high programmatic complexity, is organized to have a direct relationship with its surroundings. This is achieved with the fragmented edges of various scales, which integrate landscape and architecture while maintaining scale relations in the urban context. And a porous architecture (elevated blocks, sunken courtyards, defined open passages) on the articulated ground floor level provides complex urban connections. Combined with open public spaces, this architectural quality makes room for open-air social encounters in a post-pandemic environment. The southern part of the building has a wide institutional façade which not only unifies the fragmented blocks but also gives a political image a think tank needs.
