STRASBOURG INITIATIVE: EUROPEAN STRATEGIC PLANNING AGENCY - EUROPEAN DISTRICT OF STRASBOURG, FRANCE
Think-tanks are independent organizations developing ideas, policies, strategies on a variety of issues and products. Mobilization of expert knowledge and activation of networks are common features of such organizations that are non-governmental and private in nature, though generally informing governments and policy-makers. Originating in a North-American, then European tradition, think-tanks in the first quarter of the 21st century are seen to proliferate in global geographies, while increasing their influence, impact and diversity.
The 402 architectural design studio studied this prominent architectural program within the European District of Strasbourg, the seat of European institutions such as the Council of Europe, its European Court of Human Rights and the European Parliament of the European Union. A detailed architectural program has been given that entails an expert residency program accommodating researchers and analysts in a working/living environment, as well as through an extensive network which necessitates spaces for digital connection worldwide. Leisure and sports are to be included as well as a guesthouse for the residency program.
The interpretation and contextualization of the site have been expected to be coherent and compatible with the political, social, cultural, urban and natural ecologies envisioned at the location. The project has taken into consideration the discourse of the post- anthropocene studied in the previous semester, as well as the pandemic condition as it affects present day and future architecture.
